He is a partner in the firm of Harlan, Harlan & Still. He received an A.B. Degree in history from Westminster College in 1971 and a J.D. Degree from the University of Missouri-Columbia in 1974. He is admitted to practice before the Supreme Court of Missouri, the U.S. District Court for the Western District of Missouri, the U.S. District Court for the Eastern District of Missouri, and the Eigth Circuit Court of Appeals.
Mr. Harlan has been in private practice since 1974. His primary focus is Social Security Disablities claims at the administrative, district court, and appellate levels. He is a member of the Boone County Bar, the Missouri Bar, the National Organizations of Social Security Claimants' Representatives, and the Missouri Association of Trial Attorneys.
Mr. Harlan is a co-author of chapter 12, Advocacy for The Aging, West Publishing Company. He has lectured frequently on Social Security Disablity to lawyers, health-care providers and civic organizations.
In November 1994, Mr. Harlan was elected to represent the 23rd District in the Missouri House of Representatives. In 1996, 1998 and 2000 he was re-elected.
He also attended the John F. Kennedy School of Government at Harvard University in June 1996.

He is a native of St. Louis, Missouri, is a partner in the firm of Harlan, Harlan & Still. He graduated from the University of Michigan in 1968 with a bachelor's degree in history. He was a classroom teacher in the Detroit Public Schools through 1972, and served as a union representative for the American Federation for Teachers.
Mr. Still graduated from the University of Missouri-Columbia School of Law in 1976. He was an Adjunct Assistant Professor of Business at the University of Missouri-Columbia from 1976 to 1978. From 1976 to 1978. From 1981 to 1983 he was the assistant public defender, 13th Judicial Circuit.
Since 1979, he has represented hundreds of claimants in Missouri workers compensation and Social Security disability cases. Other attorneys often consult with him on Social Security and workers compensation benefits, and he is a frequent speaker at legal seminars.
Mr. Still is a member of the Workers Compensation Committee of the Missouri Bar, the Missouri Association of Trial Attorneys, the American Trial Lawyers Association, the American Bar Association and the Missouri Bar.
He is admitted to practice before the Supreme Court of Missouri, the U.S. District Court Western District of Missouri, the U.S. District Court, Eastern District of Missouri, and the Eighth Circuit Court of Appeals.

Frank T. Koch is a native of Belleville, Illinois. He was a three-time varsity letter winner at the University of Missouri, where he graduated in 1988 with a bachelor of arts degree in political science. In 1993 he graduated from the University of Missouri-Columbia School of Law and has since been an associate in the law firm of Harlan, Harlan & Still.
He has represented hundreds of claimants in Social Security disability cases. Mr. Koch is a member of the National Organization of Social Security Claimants' Representatives, the Missouri Association of Trial Attorneys, and the Boone County Bar Association.
